Hampton Dowling is Managing Partner of his professional services firm, the HCB Group LLC, providing executive corporate development and advisory services to private & public sectors. Mr. Dowling has developed and managed large integrated programs, as well as, facilitated strategic partnerships and multi-vertical pursuits.
Mr. Dowling served as a career naval officer with assignments worldwide before retiring in the rank of Commander. Distinguished assignments included Special Assistant to the US Vice President and as a Senior Program Manager at the Defense Threat Reduction Agency leading tier-one analytic, R&D and technology-applied programs that had direct bearing on mobility, logistics and strategic planning of military forces outside the USA. In the private sector, Mr. Dowling led double-digit profitability managing $90M+ lines of business, achieved 80%-win rate of $5B for new company-wide business across a diversity of markets, and provided strategic advisory services to public sectors to increase revenues and stabilize governance. In corporate roles, he’s established PPPs, JVs, leveraged VCs and M&As, and reversed high-risk distributed organizations in revenue deficit or cost overrun positions while improving enterprise-scale performance, market penetration and brand reputation.
Mr. Dowling benefits from a career that’s comprehensive in global logistics and developing business strategies for international sourcing of products and services. Career examples in Fortune 500 companies include: as a Homeland Security Account Manager for the Pacific Region, Mr. Dowling led a then first-ever consortium of business units introducing new, smart technologies and impact strategies to mitigate broad post-911 vulnerabilities in mobility and production facing US Territories and Partner Nations. As a Senior Project Manager, led distributed organizations delivering solutions for: maritime security, transport (ports, intermodal) & coastal array surveillance, offshore energy & environment protection, agile smart infrastructure, and secure logistics capabilities across five continents – 20 countries. As a Vice President, Mr. Dowling facilitated PPPs in Croatia, the Americas and Southeast Asia to develop sourcing strategies that leveraged regional economies and emerging markets. His programs supporting major corporations ensured compliant maritime trade, communication, and energy security & surveillance capabilities that lowered risk while increasing revenues for both public and private sectors. He’s led projects associated with developing and certifying port cargo terminals, oil & gas distribution hubs, and manufacturing plants that served distributed production strategies. For the US Gov’t, Mr. Dowling led a comprehensive assessment of classified US counter-illicit trafficking (land, air, sea, rivers) and cyber-threat programs in Central & South America which include concentration on vulnerabilities of commercial facilities and logistics terminals. As Sr Executive Director, Mr. Dowling established, managed a JV with a support consortium of 20 int’l companies to provide a comprehensive $4B+ homeland security scope of work for a North African country that included improvements to export and import capabilities, immigration control, intermodal transportation planning and related public policy.
Mr. Dowling’s experience extends from mature to fragile regions with credentials further codified from testimony before the US Congress, leading over 300 presentations and workshops at international forums and tech innovation panels, and as board member to int’l organizations and academia. He is Editorial Director of Latin America’s most widely distributed publication on logistics and manufacturing – TransPorts Magazine – and is Chairman of the Committee on Int’l Trade for the Commonwealth of Virginia. Mr. Dowling is a certified Project Management Professional (PMP), holds a BA in Political Science from the University of California at Los Angeles and an MBA in Int’l Business from Golden Gate University.
